This position is located at the National Information Technology Center (ITC) in Fort Collins, Colorado.  The incumbent is a member of the assigned Development Branch and reports to the assigned Development Branch Chief.  The incumbent is required to use broad knowledge of Information Technology concepts, principles, and system development tools, methods, and techniques to provide senior level system development lifecycle (SDLC) support and guidance sufficient to develop applications or systems components associated with enterprise systems.  Activities center around analysis, design, development, testing, deployment, and implementation of software in agency-wide information systems.

SPECIFIC DUTIES:
Develops software for implementation on web servers, desktop and mobile devices; and analyzes programming support in the development of integrated software by applying techniques, procedures, and processes such as data structures, computer system architecture, software engineering, and computer communications.

Provides direct support to business leaders and software developers in the analysis, design and development of software and database applications in producing detailed system specifications, preparing test plans, and defining acceptance criteria.

Oversees the more complex aspects of the systems development cycle, including needs structured systems analysis and design, technology and software assessment, and technical and procedural documentation; identifies and recommends corrective action to be taken by developers to ensure that the product conforms to government, departmental and agency software and database standards.  

Comprehensive knowledge of mainstream database management systems, including proficiency in SQL programming, and working knowledge of data warehousing technologies in order to develop and integrate NRCS databases to ensure applications are consistent with current and planned infrastructure and data environments.


Identifies and recommends corrective action to be taken by the developers to ensure that that the product conforms to government, departmental and agency software and database standards. Provides guidance for developers in reviewing, testing, and debugging computer code, and in evaluating code maintainability and portability; and participates as a member of a project development team composed of computer specialists, operations research analysts, system designers, computer scientists and technical personnel  who provide technical support in the development of agency software and database applications.
